Long time ago, on the strip, a 14 hour shootout took place between the department officers and the PAN gang members. The officers eventually had to capitulate, and the general was escorted out via an armored helicopter. Until the war started, the gang was able to maintain control of the majority of the strip, and to expand their drug production enterprise. The government didn't want to waste resources on getting back the area and stopping the illegal business, especially amidst A.I quantum computer cold war with the Western Union. The strip remained under seize, and many residents from the area were used as slave labor for the drug production. Others joined the resistance.
